IT Enterprise Architecture

Department: Information Services 
Reports to: Chief Information Officer 

Overall Role Purpose:

For all WEST owned IT teams and systems the post holder is accountable for :

  1. All aspects of IT Business management, finance, risk, governance, process and policy, communications, audit, and performance management.
  2. Development and maintenance of the IT strategy and strategic roadmap – aligned to WEST overall strategy and accommodated within the IT budget.
  3. Development of commercial and supplier management frameworks and management of all suppliers against contracted SLA’s and other performance targets 

Key Responsibilities:

Provide dedicated professional oversight of the planning, performance and cost effectiveness of WEST IT and the cost of IT across WEST globally. Continuously monitor and drive the performance of WEST IT, developing and embedding relevant business and financial MI and KPI’s, to ensure transparency, consistency and support decision making.

Implement and maintain effective 1st line governance processes for the CIO and leadership team, liaising with 2nd and 3rd line oversight to maintain compliance with WEST Group Policies and Procedures, regulatory, risk and audit requirements and ensure best practice. Lead appropriate change initiatives to deliver outcomes in line with CIO objectives and manage key stakeholder messages, internal and external communication plans.  

Financial Oversight, Management and Reporting

Proactively lead development and implementation of financial management, reporting and analysis within WEST IT. Develop and embed new reporting metrics to provide senior management with timely and accurate financial information to enable the achievement of financial objectives.

Performance Management

Manage WEST IT MI and Executive reporting and develop the integrity, completeness and consistency of the WEST IT suite of MI and Executive reporting, ensuring that reports are insightful, accurate and aligned with strategic objectives and enable senior management to understand business results, improve performance and continually grow value.

Strategy and Strategic Planning

Working closely with the CIO and other senior management, manage short, medium and long term plans to ensure robustness and deliver results in line with WEST IT targets. Ensure that the strategy is in line with the budgeting process and efficiently delivers a quality, timely result.

Commercial Planning and supplier management

Working closely with the CIO and other senior management, manage short, medium and long term plans for all significant supplier relationships, working with other members of the leadership team who own these relationships – develop a management framework to organise and manage value from each supplier relationship 

Governance and Oversight (including Audit and Risk management)

Establish, maintain, and continually develop an effective governance framework for WEST IT ensuring that robust processes and procedures are in place, regularly updated and adhered to. Ensure effective engagement with the Group Risk Framework and Group Policies & Procedures, provide oversight of outstanding audit actions and ensure that required remediation plans are in place.

Communication

Lead on internal and external communication plans, ensuring that key stakeholder messages are managed.

Execution and team development

Formulate and present ideas to inform management discussions, resolve issues and maximise opportunities. Maintain the overall team action and decision logs to ensure an effective and efficient team. Lead cultural change and training to adopt delivery methods such as agile (including visual presentation). Define wider training requirements and deliver programme of activity for rollout.

To be successful in this role the IT Strategy, business and commercial manager will need excellent strategic, organisational, and communication skills. They will work collaboratively across the organisation and work to balance the operational and financial constraints of technology provision with the expanding business requirements of automation and agility. As a small team the post holder will be called upon to perform all aspects of the role and should be comfortable with the full range of strategy and business and commercial management disciplines This is a fantastic role for someone on route to a major Strategic, or COO role.
