Fiona Li is a Claims Manager at West of England’s Hong Kong Office, having joined the Club in mid‑2025. She handles Protection & Indemnity (P&I) and Freight, Demurrage and Defence (FD&D) claims for Owners’ and Charterers’ entries.

Fiona is a dual‑qualified solicitor admitted in both the Hong Kong SAR and England & Wales. She holds a Bachelor’s degree in International Transport and a Master of Laws (LLM) in Legal Aspects of Marine Affairs from Cardiff University, United Kingdom.

Having joined the maritime industry in 1996, Fiona brings close to three decades of experience across multiple sectors of the industry. Her professional background includes practice with international law firms, claims roles with two other International Group P&I Clubs, and positions with hull & machinery and cargo insurers, as well as insurance brokers.

Her strong shipping‑focused academic background, combined with extensive hands-on industry experience, underpins her pragmatic and commercially driven approach to claims handling on a wide range of complex issues and multi-jurisdictional matters.

Fiona is fluent in Cantonese, Putonghua and English, enabling her to engage confidently with Members, correspondents, external advisers and other service providers throughout the Asia‑Pacific region and internationally.
