Court decides meaning of cargo claim and if vessel off hire during arrest

What does “cargo claims” mean in a charter party? Should the vessel remain on hire and is the charterer under an obligation to arrange security, following an arrest of the vessel for an alleged cargo shortage claim against the sub sub-charterer arising under a sales contract and which had nothing to do with the Member, the vessel or her owners?
