Neptune Bunker Information Update: Off-Spec Trends Highlight Risk Areas

Several ports record high levels of technical off-specification results across the residual and low-sulphur fuel sectors.

Among HFO samples, the highest technical off-specs were recorded in Antwerp (46.2%), Norfolk (41.4%), Panama Canal (38.0%), and Rotterdam (35.5%). The issues varied by location but commonly included density, viscosity, water content, catalytic fines and ash-related exceedances. These figures remain significantly above those reported at other major bunkering hubs.

For VLSFO, sulphur non-compliance requires additional attention in Europe. Rotterdam samples recorded a sulphur off-spec rate of 68.6%, while samples in Antwerp reached 58.9%, the highest levels seen in the current dataset. Although the number of samples involved is substantially smaller than in other major bunkering ports, the results underline the importance of maintaining robust bunker procurement, testing and fuel management procedures, particularly in respect of emission control regulatory requirements.

Within the ULSFO category, the highest technical off-spec percentages were reported in Barcelona (70.3%) and Genoa (51.0%). In both ports, the results were primarily associated with pour point non-compliances, highlighting the need for careful consideration of storage and handling requirements, particularly where low ambient temperatures may become operationally significant.
