Navigating the Future: The Introduction of the S-100 ECDIS Standard

The maritime industry is witnessing a significant transformation with the introduction of the S-100 Universal Hydrographic Data Model standard for Electronic Chart Display and Information Systems (ECDIS). This new framework, developed by the International Hydrographic Organization (IHO) and regional hydrographic offices, represents a revolutionary step forward from the previous S-57 standard, which was introduced in 1992, promising enhanced navigation safety and operational efficiency for modern vessels.

Since January 1st, 2026, S-100 ECDIS’ can be utilised on a voluntary basis aboard vessels per the IMO’s revised ECDIS Performance Standards (MSC.530(106)/REV.1), becoming mandatory for all new buildings and retrofits from January 1st, 2029, retiring the current S-57 standard thereafter.

With that in mind, the industry at large is preparing for this significant step change in capability of ECDIS, bringing about sizeable advantages over current system whilst also representing a significant step change that promises to bring about new challenges for which industry must prepare for. 

Technical Evolution from S-57 to S-100

The S-100 standard marks a fundamental shift in how maritime navigation data is structured, stored, and utilised. Unlike its predecessor S-57, which was primarily focused on electronic navigational charts (ENCs), S-100 provides a comprehensive framework that can accommodate a wide range of maritime-related digital data products and services. The IMO has envisaged the rollout of S-100 through a two-phase approach, the first concerning Route Monitoring functionality and the second concerning Route Planning. 

Phase 1

The IHO split the rollout of the S-100 operational standards across two phases. Phase 1 focusses on standards relating to real time route monitoring and navigation, whilst Phase 2 is focussed on expanding capabilities relating to route planning. The Phase 1 specifications include:

S-101- Electronic Navigational Charts

Specifies the content, structure and data used to compile S-101 ENC’s. This specification supersedes S-57. This forms the basis of the entire system. All the various data product specifications mentioned hereafter can integrate into the S-101 ENC to present additional information for the mariner to be able to view in a properly integrated manner.

S-102- Bathymetric Surface

Utilised to show bathymetric coverage for navigation and other purposes. This creates layers with far more detail for bathymetry than conventional ENC’s and supports safer and more efficient navigation.

S-104- Water Level Information for Surface Navigation

Utilised to display tidal level/window predictions on an ECDIS in real time for navigators and pilots.

S-111-Surface Currents

Utilised as auxiliary information to compliment other tidal information as currents can have a significant impact on the movement and thus safety of a vessel.

S-124-Navigational Warnings

Utilised to display relevant urgent information relevant to safe navigation broadcasted to ships in line with the requirements of SOLAS.

S-129-Under Keel Clearance Management

Designed to help facilitate proper monitoring and management of UKC to enable safer navigation in shallow waters.  

Phase 2

Several other new standards are currently under development at the IHO and will be implemented through the products lifespan to aid with route planning functions, including:

S-121-Maritime Limits and Boundaries

Incorporates maritime limits, zones and boundaries as described under the United Nations Convention on the Law of the Sea.

S-122-Marine Protected Areas

Incorporates marine protected areas of seas, oceans, estuaries or large lakes.

S-123-Marine Radio Services

Incorporates marine radio services indicating the location, availability, type of radio communication, frequencies and content of radio services for navigational information and other radio communications.

S-125-Marine Aids to Navigation

Incorporates navigational features including lights and other navigational aids, physical or virtual, temporary and seasonal marks as well as local AIS application specific messages.

S-126-Marine Physical Environment

Incorporates marine and terrestrial topography, the prevailing, seasonal and hazardous currents, tides, weather and other environmental conditions.

S-127-Marine Traffic Management

Incorporates vessel traffic services, pilotage areas, routeing systems and ship reporting systems.

S-131-Marine Harbour Infrastructure

Incorporates the layout of port facilities and availability of port services.

S-411- Ice Information

Incorporates ranges of ice concentration, the extent of sea and lake ice, and the locations/concentrations of icebergs.

S-412- Weather and Wave Hazards

Marine Weather Warnings will depict areas where wind, wave, and ice accretion are ongoing, warning portrayals will provide ample warnings of adverse weather along a vessel's route. For coastal and offshore waters, warning may also be provided for near gale force winds, thunderstorms/squall events, and reduced visibility.

Conclusion

The transition to S-100 ECDIS will be a gradual process, requiring continued cooperation between equipment manufacturers, training institutions, regulatory bodies, and end-users. Success will depend on maintaining a strong focus on safety while leveraging the enhanced capabilities offered by this new technology standard.
