MARPOL - Switching to Ultra Low Sulphur Fuel Oil

Following the recent introduction of the reduced fuel oil sulphur limit within Emission Control Areas, the United States Coast Guard (USCG) has been advised of several incidents involving substantial fuel leakages within the machinery spaces of vessels whilst switching over to ultra-low sulphur fuel oil. In some cases loss of propulsion has occurred.

In order to highlight the potential hazards associated with fuel oil changeover and to reduce the possibility of similar incidents, the USCG has recently published a Marine Safety Alert  entitled “Ultra Low Sulfur Fuel Oil & Compliance with MARPOL Requirements – Before entering and while operating within Emission Control Areas”. The Safety Alert contains general guidance and a number of recommendations which Members should consider when reviewing their fuel oil changeover procedures and processes to ensure they are comprehensive and effective.
