Port State Control - Paris MOU - Harmonised Verification Programme

Members operating passenger vessels to any of the 27 maritime authorities of the Paris MOU on Port State Control (PSC) are reminded that the organisation will be running a Harmonised Verification Programme (HAVEP) during 2013.

The HAVEP covering operational controls on passenger vessels will run for a period of 12 months from 1 January 2013 until 31 December 2013. During the currency of the HAVEP, Port State Control Officers (PSCOs) conducting routine PSC inspections on passenger vessels will check compliance with statutory regulations governing operational emergency drills.

If a vessel is found not to be complying with the applicable regulatory requirements, the enforcement action taken by PSC will depend on the severity of the deficiencies identified. Serious deficiencies may result in the vessel being detained.
