Port State Control – Paris and Tokyo MOUs – Concentrated Inspection Campaign 2015

The 46 maritime authorities of the Paris and Tokyo MOUs on Port State Control (PSC) have announced that they will be running a joint Concentrated Inspection Campaign (CIC) from 1 September 2015 until 30 November 2015 addressing crew familiarity with enclosed space entry. The Black Sea and Indian Ocean MOUs on PSC are also due to run a CIC addressing this issue during the same period.

Port State Control Officers (PSCOs) conducting routine PSC inspections during the currency of the CIC on all vessel types will use an additional checklist covering:

  • The familiarity of crew members responsible for enclosed space entry with the risks involved
  • The provision of equipment to test the atmosphere of an enclosed space prior to entry
  • The training of crew members responsible for testing the atmosphere of an enclosed space using gas concentration detection equipment
  • The familiarity of crew members with their assigned enclosed space emergency duties
  • The frequency and conduct of enclosed space entry and rescue drills

The PSCO will also require an enclosed space entry and rescue drill to be carried out as part of the inspection. Full details regarding the scope of the additional inspection can be found in the CIC on Crew Familiarisation for Enclosed Space Entry checklist.

If deficiencies are found, the action taken will depend on the severity of the findings. Minor infractions of regulatory requirements may be given a time limit for rectification. Serious deficiencies may result in the vessel being detained.
